  • Kelly Ruddo

    CEO

    Ms. Ruddo has worked in the underground damage prevention industry for nearly 30 years. She began her career in dispatch at OCCLS and soon transitioned to the call center side of the house. It was there that she gained a deep understanding of each stakeholder’s perspective and how legislation impacts the work at hand. Her perspective is unique as the first and only female executive with a career spanning both one call center management and contract locating.

    Ms. Ruddo understands the importance of leveraging current technologies to provide the highest level of service to our customers. She works closely with the operations team to ensure that every service provided meets our company standards, which often exceed industry best practices.

    In 2019, Ms. Ruddo and OCCLS became a nationally certified Women’s Business Enterprise (WBE) by WBENC. She holds this in high regard and enjoys partnering with customers to help them meet their business initiatives.

  • Dan Sheehan

    President

    Mr. Sheehan joined OCCLS in 2018 and brought invaluable management and operational experience from his forty-year career providing financial and operational direction to major public institutions. His business acumen and systemic approach to operations has led to the growth of OCCLS into several new markets.

    Mr. Sheehan is both customer focused and employee focused. He spends time in the field and the office alike and works to ensure we are providing the best experience to our internal and external customers. Mr. Sheehan sets lofty goals for his team and is always striving to make sure we are using the best technologies at hand to provide superior service.

  • Jimmy Jennings

    Director

    Mr. Jennings has served OCCLS and its customers for over 25 years, providing management of field locating teams across multiple counties and contracts. Mr. Jennings began his career with OCCLS as a field locator.

    Upon his promotion to supervisor, he managed multiple contracts on the Eastern Shore of Maryland, Anne Arundel County and Prince George’s County Maryland.

    His current duties include customer liaison and Damage Prevention officer. Mr. Jennings has traveled the country with the 811 Damage Prevention Bike, where he has promoted safe digging and the “Call Before You Dig” message. His interactions with stakeholders and the public have helped to increase national awareness of Damage Prevention initiatives.

    Mr. Jennings also serves as a member of the Maryland Underground Facilities Damage Prevention Authority.

  • Jason Wedding

    Director of Operations

    Mr. Wedding has been employed by OCCLS for more than 25 years and has served in various capacities during that time.

    He began with OCCLS as a field locator and was promoted to field supervisor. During his years as a supervisor, he managed teams in support of contracts in Delaware, the Eastern Shore of Maryland, Prince George’s County Maryland, Charlotte, North Carolina, Cleveland, Ohio and Louisville, KY.

    Mr. Wedding’s current duties include locator training program development, business operations, support of Director level management, technological support, and customer engagement.

    Prior to coming to OCCLS, Mr. Wedding served in the United States Army working in various environments and capacities relating to communications security and equipment.

  • Phil Harris

    Director

    Mr. Harris joined our team in 2019 bringing an extensive multi-industry career in operations and sales. While Mr. Harris made great contributions to our operations, he has been most impactful in managing our extensive multi-state fleet operation.

    Mr. Harris provides on the ground day-to-day support for our field managers and ensures that each employee has the necessary equipment to complete their daily tasks. This is no small feat as each of our vehicles are equipped with GPS technology and several pieces of field equipment.

    Mr. Harris’s management expertise ensures that our customers’ goals are met with speed and efficiency.

  • Wai Kei Ng

    Director of IT

    Mr. Ng is a motivated IT director with One Call Concepts Locating Services, known for his profound expertise in cloud computing and a strong educational background. Holding a Master's degree and a Bachelor of Science in Computer Science, his academic foundation aligns seamlessly with a remarkable career. He is also holding three prestigious AWS certifications, including Professional Solutions Architect.

    Wai Kei's transformative impact within the organization has been instrumental in guiding the organization through a monumental shift. With a visionary approach, he led the charge in migrating the on-premise legacy platform to a state-of-the-art, fully cloud-based platform. This transition not only enhanced operational efficiency but also positioned the company for the future of technology.
